This is a draft for discussion prior to a formal "call for discussion".

Changes from the previous draft of 2017-0125, which failed to pass:

1) Draft phase preceding formal 2-week discussion period
with informal consensus before formal discussion

2) Mention http site in addition to ftp site for active discussions

3) No changes, not even trivial editorial changes, permitted during
the 2-week formal discussion period without resetting the 2-week clock

I hope this satisfactorily addresses concerns from Chris and John.
I didn't add anything about etiquette which seems to me should go without
saying.
