Since chunk order is not preserved by ISO-PNG the only reliable way to handle a PNG with two eXIf chunks is to delete/ignore both of them. It is always permitted to ignore an ancillary chunk. This seems to me to be an enormous unnecessary complexity; once again inventing features which are simply not required.
