eXIf chunk proposal refers paragraph 4.7.2 of EXIF specifacation:

 >The data segment of the eXIf chunk contains an Exif profile in the 
format specified in "4.7.2 Interoperability Structure of APP1 in 
Compressed Data" of [CIPA DC-008-2016]...

And this paragraph refer JPEG limitation of 64k per segment:

 >The APP1 segment cannot record more than 64 KBytes, a limitation that 
shall be kept in mind when recording thumbnail images.


That's the point of my question: length and offset values of chunk 
allows up to 4GBytes data value, but reference to 4.7.2 of CIPA 
DC-08-2016 limit data to 64KBytes
