Simpler (a response to Phil, Cosmin and Willem all): "The data shall be a valid TIFF stream conforming to the EXIF requirements." That's sort-of Pavel's point from a while back (referencing the base EXIF definition not the JPEG specific part). I still think the reference to the JPEG specific format is useful, but I admit it isn't completely accurate because some parts of the JPEG discussion do not apply to PNG. I suspect any implementer is intelligent enough to realize that, but, whatever. Saying anything more than the above paragraph will end up not permitting raw JPEG APP1 data to be included and will lead down a twisty path to an expectation that decoding libraries can be dinged for not enforcing spurious data consistency checks.
