Well, it might be not clear, but with E.3.7 of CIPA DC-008-2016 I guess 
that within EXIF preview image should be updated (just like e.g. hIST 
chunk of PNG). As it's not defined clearly it may be count as formal 
security problem, but in fact it's not supposed to be real.

Within safe-to-copy eXIf it became real as eXIf (with preview) could be 
copied on crop by software which don't know anything about it.
