The phrase should say "should not exceed 64 kbytes, so it could fit into a JPEG APP1 marker" I think under the 2007 voting rules this would not require restarting the CFD, but under the most recent proposed rules, it would require a new CFD (and consequently an 8-day delay). I can live with either.
