Please note that I proposed a standardization of the latter two chunks few months ago.

I believe they could be useful even without animation.

A drawback of APNG is that it is not hosted and developed by either an independent standardization body (like ISO) or by an industry consortium representing major stakeholders (like W3C, WhatWG), but lives on the Mozilla Wiki, having seemingly been abandoned by its original authors who moved on to other projects. PNG proper has the opposite problem, as it's published in too many places (ISO, W3C, PNG Group, this list on Sourceforge), so the actual maintainer becomes unclear.
