Sane 1.4.0 release prep and call for translations

Hi All,
I have created a branch release-1.4.x for the upcoming 1.4.0 release.

If translators could take a look and update translations sometime over 
the next two weeks, it would be greatly appreciated! :)
I will take care of the British English one.

Final release is scheduled for 2 weeks time around 5th May. It may or 
may not be exactly on that date because I have some medical stuff 
happening around that time, but I will try to keep as much as possible 
to the schedule.

No new functionality should be added to the release branch but can be 
added to master as usual. Bug fixes and translations should go to 
release-1.4.x.

Epson Japan sent me a patch for the epsonds backend but I have not had 
time to apply it, sorry about that. :( It is a little too late for me to 
do it for this release (no-one will have been able to test it out) but I 
will apply it to master in the next few days. Thank you Epson Japan for 
keeping this backend up-to-date. I will certainly not leave it so long 
for the next release, 1.5.
