Using SVN Revision 23448, File->Preferences->Guides

When I hover over any of the items in Placement, it reads;

"Place guides in front of or behind objects on the page" 

Presumably a placeholder for something in the future, as nothing can be
set.

I ask because I was watching a youtube tutorial on Scribus,
https://www.youtube.com/watch?v=JQH5fQjGqbk and at 9:31, shows the
Guide placement settings.

Just wondering what version has these preferences. My Ubuntu-19.10
has only 1.4.8 in its repositories and am disinclined to install that.
