It is possible that your properties windows was inadvertently moved
off-screen. If that is the case, removing the scribus preferences
would reset all windows locations to defaults.

Under Linux, that would be ~/.config/scribus-ng/prefs150.xml or
~/.config/scribus/prefs150.xml.
