either:
- draw cicle
- duplicate
- hold down shift + ctrl and scale one of the circles down
or
- draw circle
- draw another circle
- select both
- click 'align' from object toolbox
- center both circles both horizontally and vertically

Also, if you haven't figured it out, you can later use 'combine' to
combine all separate pieces (circle and 2 semi-circle like objects)
into single object with 2 'holes'

I do not know any good introduction other than the ones mentioned
in http.//www.sodipodi.com/ documentation section. But maybe some
CorelDraw or Adobe Illustrator handbook/manual will also help
(although sodipodi lack many-many features, the basics are pretty
the same for most vector drawing programs).
