Christian is kindly volunteerint to maintain sodipodi-flags package, so he is indeed the right person to contact. As of sending images to list - it depends on image size. For 20kib it is always OK, but many people do not like getting 200+ kib attachments from mailing lists. So if the filesizes are big, uploading these to some http/ftp place and sending only link may be better idea.
