I seem to be the only one who thinks this is a disimprovement - I've 
been meaning to hack my wm (or change to another) so it doesn't keep 
transient windows above all the time. I have a very small screen and I
liked being able to just "send-to-back" my dialogs to get to the image.

Can it be done EWMH-style? At least that way it can be easily overridden.

Inkscape has been rumoured to have a feature that seems simple enough: 
that you can hold shift to get "the selecting lasso" even when you're 
working in front of some larger object.
