The State is, by definition, a monopoly on violent power. If you feel aghast at the representation of flags from facist states, do the Right Thing and make an array of anarchist (i.e. anti-authoritarian) flags. The anarchist "Circle-A" flag, and the pirate skull and crossbones would be a good start. [Historical note: Pirates didn't just steal gold, they often raided and freed slave ships and invited the freed slaves to be equals on their ships, under a democratically elected Captain.
