Yes, but a heavily transformed object renders less quickly than an 
immediately positioned object. Before a detailed SVG theme got released, 
I would expect that the author optimizes the file as much as possible.

Also, often things made in Sodipodi/Inkscape don't import into Adobe's 
products with much success if they're heavily transformed.
