Handwaving. And trivially false. Which is why almost everybody else
uses make.

Most of whom are idiots, and the rest are people who have never read
the manual. I deal with such people on a daily basis; I have not yet
found one who had read the manual before trying to use these complex
tools. Every failure of autoconf and automake users is invariably the
result of cargo-cult programming.

This is tautologically true for any possible changeset. You could
rewrite Y in a mixture of BBC BASIC and Prolog, and it would be able
to exist in the same world - but it would be stunningly pointless.
