rpm for autobuilder and familiar

One of the things that the autobuilder needs is a good dependence 
manager/walker.  The latest RPM library includes such a thing.  We could 
use this in the autobuilder.  Since Linux Standards Base mandates RPM 
support, moving to RPM from .deb format is probably something we'll have 
to do anyway.  As a first step, we could convert .deb files to .rpm 
files and then use rpm to install them in the chrooted build environment.

Longer term, we should add .rpm support to ipkg.
