GPE Website updates

Hi friends,

i started to work on the GPE website a little bit. Its seems to be quite some
effort to update the "Projects" section to show what GPE consists of, how it
works and what it is able to do...

I updated http://gpe.handhelds.org/projects/ to reflect the current development
status a little bit better. Some bits like gpe-helpviewer, some libraries and
links to user manuals are still missing.

We have a an empty file to create the project info pages in cvs now
(html/projects/prototype.shtml), examples for the new pages are:

http://gpe.handhelds.org/projects/GPE-what.shtml
and
http://gpe.handhelds.org/projects/GPE-appmgr.shtml

I managed to create these two so far only... that means about 40 are still
missing. I'm really happy about any help i can get with this task.
