My iPAQ didn't work in the craddle either. Using only the powersupply didn't do any good either. So why doesn't the iPAQ just start? It has power doesn't it? So this can't be the battery ... right?
Well, could be true, but did you try to hard reset the iPAQ?

Use the stylus and gently push the resetbutton (indicated with the red arrow in the image above).
You might need to push the power on button - but usually the iPAQ now starts ... in that case: your iPAQ is not dead, but it's battery is ... (might need to try it more than once).

iPAQ should turn on even if battery is dead. Mine doesn't.
What else can I try? And that power led is getting power from somewhere...

To re-state the obvious: I believe you have a failed battery. When a Li-Ion battery fails through "exhaustion", it will manifest a high resistance condition. The charging circuit "reads" this high resistance condition and misinterprets it as meaning that the battery has attained a full state of charge, when in fact no such condition exists. Thus the steady LED.
You may attempt any, and all other remedies, but to rule out the simplest and most efficacious remedy, i.e. replacing the battery, if for no other reason than to test the ACTUAL condition of your current battery, through some arcane decision making process leaves me speechless. William of Occam weeps. :^)

I do not have the circuit diagrams for the 3600 series in front of me, but I am confident that the charging circuit would follow normal practice. There is a small logic circuit to sample the internal resistance of the battery. While current is being supplied to the Li-Poly battery to charge it, a small circuit will redirect a miniscule amount of current to the charging LED, pulsing it off and on. When the battery approaches its charged capacity, it will manifest higher and higher resistance. When it gets to a set cutoff point, the charging circuit will reduce the amount of current, and continue to bleed a minute quantity of current to give the LED a steady light. It will continue to monitor the state of the battery and supply current as needed.
However, I think you are misinterpreting what you are seeing. When a battery fails, its internal resistance becomes so high it can no longer transfer any power The charging circuit then allows only a miniscule amount of current to be used used to light the LED and monitor the battery circuit. Meanwhile, the internal resistance of the failed battery prevents it from transfering any power.
Sitting on my shelf, right now, awaiting my further work in flashing it to Familiar, is a 3600 series IPAQ which manifested exactly the same symptons as you describe. I replaced the battery and now all is functioning.
