Are you using a kicker panel launcher. If so, it could be loading behind the kde
desktop. KDE also might not be allowing it to run if the option "Allow apps to
run in desktop" is unchecked. 
Same may be true for GNOME. 
I never really had problems with that b/c I always used the Command line.
