Window stickyness

Hi,

I see that matchbox-window-manager-2 has defines for STATE_STICKY. I was 
wondering if window stickyness was functional? The idea would be to launch a 
partially transparent panel like application that would not resize the 
underlying window but sit on top with STICKY attribute.
