qemu is used to generate the glibc locale files and it has problems on
Fedora Core for reasons nobody seems to understand. You could turn off
BINARY_LOCALE_GENERATION although that might give you locale problems.
The only other alternative is to work out why qemu fails. I'm told if
you run the same qemu binary on another distribution, it works so its
something about Fedora that's causing the problem...
