Thanks to Mark ly (gogofly_mark) for giving me something to think
about that helped me figure out what was going wrong.

My builds weren't including the wlan-ng-utils in the image, so a
variety of scripts and binaries weren't available (wlanctl-ng,
/etc/networks/if-pre-up.d/wlan-ng, etc...) but things were just
failing silently.

Explicitly bitbaking wlan-ng-utils and then ipkg install'ing the
resulting package on my tosa fixes things up.

Once upon a revision there were problems w/ DEPENDS and RDEPENDS
relating to wlan-ng in the oz354x branch and I messed around trying to
figure them out, so it's *possible* that I'm the only one having this
problem.

But I'm working with a freshly checked out org.openembedded.oz354x
branch so it's possible that it's a general problem.  Should I file a
bug in OE, or OZ, or???
