The version of quilt installed on my machine does not have a --version
parameter but portage tells me it's 0.39. 0.42 is available but I
haven't upgraded yet.

However, that doesn't seem like a relevant question as OE normally
builds quilt-native for its internal use. The version of quilt-native
built by OE is also 0.39.
