This corresponds to the rule in 
/etc/udev/rules.d/udev.rules

# usbfs-like devices
SUBSYSTEM=="usb_device", \
        PROGRAM="/bin/sh -c 'X=%k X=$${X#usbdev} B=$${X%%%%.*} D=$${X#*.}; echo bus/usb/$$B/$$D'", SYMLINK+="%c"

But unfortunately, 

root@akita:~# /bin/sh -c 'X=usbdev1.18 X=${X#usbdev} B=${X%%.*} D=${X#*.}; echo bus/usb/$B/$D'
bus/usb//

Whereas it goes like this on my desktop :
$ /bin/sh -c 'X=usbdev1.18 X=${X#usbdev} B=${X%%.*} D=${X#*.}; echo bus/usb/$B/$D'
bus/usb/1/18

I'm gonna file a bug right away...
