This morning I realized that this problem affects Xfbdev too, so it's
probably a Gtk+ behaviour: when processing a lot of scrolling events,
the widget get scrolled immediately, while the redraw procedure has
lower priority and is called only once in a while.

So, let's say the driver is perfect. :-p
