No clue how you could do something like a NAT connection between the iPAQ and internet with Windows (easy on Linux), but I think ipkg supported a proxy. I'd check into that if I were you. If it does, you can install something like Privoxy on your XP machine and use that to make the connection through. Alternatively, if you know exactly what you want, you could put the packages on an SD card and access them from the iPAQ directly. Or, since you have a working PPP connection, you could transfer the files via ssh/scp.
