I don't see the text you quote at that link. Instead I see:
"Our goal is to encourage and facilitate the creation of open source
software for use on handheld and wearable computers. We welcome
participation and sponsorship by individuals, groups and companies
seeking to further this goal."

That sounds like more then an sf.net like site.

Has handhelds.org ever tried to make money selling hosting non-free
projects? Does sf.net provide a central wiki about hand held computers?

And handhelds.org has always strived to be more then sf.net and to be
more like a community, like GNOME, KDE, freedesktop, GNU and others.
That means that handhelds.org also provides hosting for projects. But
its goal has never been an sf.net for hand held specific projects.

If handhelds.org goals and missions are not clear, that is a problem.
But I don't see how quoting something (with the wrong URL) and quoting
another line. Neither of which have anything to do with statements of
missions or goals or community constitutes a definition of the
community.
