Not just on/off, but different periods over the year. It led to some pretty weird interstate phone calls, even if you lived in the same timezone. The idea was to standardise DST *dates* across the country. I could have listed all cities, however, it would turn the timezone file into one very hefty document. In this instance, I list only the largest area that is applicable (in this case states) and "Broken Hill" separately. I had to do that because technically, Broken Hill is physically located in New South Wales, but is placed in the same timezone as South Australia. Australia has no dictate on the DST adjustments on Guam. On the very short googling I've done this morning, Guam does not observe DST, it merely shares the same timezone as some of our states.
