Control characters in the Note Field Tag?

I searched, but didn't find any previous threads on this.

It looks like the note filed tags are structured to use only ordinary,
printable characters. I created a Python script to dump all the
different tags to a file, and a couple looked a bit off. It turned out
that the 6th byte had the value 0x7F, binary 0111 1111. Well, that is
DEL, which is an unprintable control character.

The icon number was 190, which is numbered 191 in the tag, binary 1011
1111. A quick fix might be to set the left 2 bits to 00 when and only
when the right 6 bits are 11 1111.

Bug? Oversight? Never mind?
