Custom/Saved View w/ NO Todos

I am trying to create a saved view with NO Todos. Everytime that I go under Todo Categories and when I "unhighlight" for lack of a better term all of my Todo categories and then click Ok, I get a message that says I have to have at least one Todo category highlighted. I thought there was a way around this. Thanks for your time.
