As far as I know you can force one way from P/D to GC, but not  
vice-versa... anyone else comment?

Not sure what you mean by *all* upper (unless you're using a keyboard  
that emulates i-phone), but, depending on os and whatever keyboard app  
you are using, most keyboards have a pref to turn on or off  
auto-capitalizion in menu/language and keyboard/keyboard settings or  
tap-hold on the selected keyboard name.
