Well, I found one. but..  It works nicely in Android Gingerbread  
2.3.3, but unfortunately the case change function does not work in 4.0  
ICS.  So if you are using Android v 2.x I think it'll work.  The app  
is 920 Text Editor.  It's in the market, search "text editor" and  
scroll down the list.  Free app. But, it won't open into text in some  
other app such as email - you have to copy the text, paste to 920 Text  
Editor, highlight the text, tap-hold on the screen to get actions  
which include convert to lowercase,select that, copy, and paste back  
wherever you want it.  Probably not what you want.
