The focus never left the list.  You can confirm that because there is no blinking insertion bar in the search box.  The focus remains in the list so that you can navigate through the matching items.  The Return button has the same function as pressing the center DPad button (they can't be differentiated reliably).

If nothing is highlighted in the list, then the first Return should highlight the top item.  Up/Down move the highlight.  Once something is highlighted, pressing Return will activate the item (check off or open details, depending on the settings).  This is in the documentation and in the built in Help.
