Where are you downloading it from?
The official download page is:

Click on "HandyShopper", then "Download HandyShopper".
Most Palm apps came in .zip files, and the .prc program file is inside the .zip file (which you must open on your computer, to extract the .prc file).
Or you can click the "prc" link on the Download page, and directly download the .prc program file.
Once you have the .prc program file, install the .prc file onto the Palm device.

I'm sure you did all this before to originally get HS onto your Palm, it's probably just been so long that you forgot how.  :-)
