If they worked as you describe, then yes they would be functionally broken.  However, if you hold the dpad down or right, then it continues to move the selection to the right.  When it reaches the edge of the screen you should find that in fact it moves down.  So again, while it may feel awkward to use, or there may be a more ideal way for it work on some devices, it does not seem to be functionally broken.  This is why I'm struggling to figure out if you've encountered some kind of bug specific to the Treo 680, or if there is merely confusion about the controls.

Do you mean it scrolls the list one page at a time when an icon is selected?  Or that generally speaking it scrolls the list?  It's supposed to scroll the list when no icon is selected.  That's what I've been trying to explain.
