I can reproduce the behavior you describe...but only if the "Select+" checkbox is checked.  If the "Select+" checkbox is not checked, then I cannot get it work the way you described.  Do you have the "Select+" checkbox checked?  Or are you able to reproduce the behavior with the "Select+" checkbox not checked?

  It does not matter if an icon is selected or not, it scrolls a page at
  a time.

  I think I found my initial point of confusion re my saying that this
  has broke in 680, when it was likely the same in the 650: I was
  confusing the UI with the icon selector in DateBk5/6, they're almost
  identical, and the five-way works as expected there. Up is up, right
  is right, etc. And I'm using the stylus even less with the 680 than I
  did with the 650 because the 680's is incredibly flimsy, it bends in
  normal usage.
