importing BMP files

I want to turn a JPG into an icon. So I save the JPG as a BMP with 16 
bit depth and transfer that to RAM of my Treo. Then I ask Iconmgr to 
import a bitmap, but it reports it can't find any.
Why? Does Iconmgr look in RAM or some other place for bitmaps? I've 
also tried my SD card but to no avail. Or is there something special 
about the type of bitmap needed?
