Icon From BMP Resolution

I have imported a BMP file into IconMgr as a new icon, but the 
resolution appears too great!  The icon only appears to have the top 
portion of the BMP picture without the relevant detail.

What are the limits of either size or resolution of icons to be 
imported into IconMgr and how do I adjust the original to appropriately 
fit into IconMgr?
