Icon files not recognized by Icon Manager

Sorry, I see a lot of posts of a similar nature after reading through 
several of them I'm not seeing an answer. I downloaded some Icon sets 
to my treo but Icon manager does not recognize them as icon files. Is 
there something in the property of the file that needs to be set so 
they are recognized? I'm really not sure what else to try.

Any help?
