Icon Creator and Music editor

I apologize in advance for the partially unrelated questions that follow.

 I'm looking for a program for the desktop that creates icons of
excellent quality for the palm. My desktop uses XP and I have Palm OS 5.


 I'm also looking for a program that can edit/create audio files from
*.mp3 to the file type (for which I do not know, but would like to)
that the palm OS uses.

 My goal is to create very high quality icons for what may be
applicable to my needs and for free release/distro. Also the default
sounds that comes on the handset doesn't work for what I'd like, i.e.
alarms. (I use lightwave for ringtones)

Any help would be great.
