A late addition to this thread, but it may interest you icon editors:

To convert .ico files to bit maps, or create your own desktop icon sets=20
out of bitmaps (or pretty much any graphic format), you could always=20
try the excellent freeware IcoFX (currently version 1.6.1).  You can=20
get it at http://icofx.ro/

It even works as a portable app, so you can run it (quickly) from a=20
pendrive.
