Sorry to be blunt ... but ... This is not correct. The tools you need are generally considered to be developer's tools, and are usually geared to taking apart and putting together PRC (Palm Resource CODE) files. However there are more non-programmer friendly tools such as: http://handheld.softpedia.com/get/Desktop-and-Shell/Windows/PRCExplorer-8515.shtml Most tools you will find, if they are at all modern (and can read high-res icons), unfortunately, will cost you.
