  You might try IconsPRC which can transform your
  *.bmp file into an *.prc, it's very easy to use i think.

  Create the 20x22 bmp and transfer it to the \palm\programs\iconmgr
  directory on the card.  Do not synch it to the card, as some devices'
  synch manager will rename/reformat the file.  Use a card reader, email
  it to yourself, or whatever, to get it onto the card without using
  hotsynch.
  
  Once it's in the right place and NOT mangled, you can then import the
  bmp into a new icon.
