Google "TbmpEdit"  It's freeware.  It's pretty crashy on my T5.  
Sometimes I have to use it, then delete it, then reinstall it, over and 
over.  It's very feature-rich though and has plug ins for bmp., jpeg., 
etc.  Also, BIRD and RsrsEdit have bitmap editors.  They're more stable 
but very clunky and very few features...
