rearranging icons

I must be missing something in the readme file.  I've rearranged my
icons in a new file for my Agendus to use.  However, when I am in
Agendus and go to choose an icon in my new file, it shows the icons in
Icon ID numerical order rather than the order that is showing in Icon
Manager.  Do I have to renumber all my icons for them to show up in
the order that I want?  The readme file tells you not to do this.

Second question, why do most of the order of the icons in Icon Manager
show up in columns and then in Agendus show up by rows except for the
HS2Icons which show up in the row order in both Icon Manager and Agendus?
