There's no limit.

There are known bugs in some file explorers, that mangle the file name when moving it to an SD card.  There have also been known bugs in some file explorers, that mangle the format of the file and accidentally change it from a PRC file format to a PDB file format (sometimes while still naming it as a PRC file).

Depending on what OS version you have, and what version of what file explorer you are using, that could be the problem.

Try using Icon Manager itself to move the icon sets to the card, instead.

  I have a number of Icon files stored on my SD card. In Icon Mgr, when
  I select the Cards box, not all of the icons sets appear. All of my
  sets are stored in the same directory on the card.

  Eight file sets on the card appear but I have a few more that don't
  show up. The eight I do see are not necessarily the first eight
  (alphabetically) on the card.

  If I use a file explorer to move any of the sets that don't appear
  from the card to RAM then Icon Mgr can see them without a problem.

  Is there a limitation as to how many sets stored on an SD card Icon
  Mgr will show?
