You somehow found an old version and downloaded the old version.

You need to download the current version from the product description page at PalmGear.

If you ever purchased Icon Manager, you need to download the current versoin from the product description page at PalmGear, not from your purchase history, because even though Icon Manager is marked as "free upgrades" the PalmGear site behaves as though upgrades are not free and it points you at whatever version you originally purchased, not the current version.  This is a problem in their site, but I gave up trying to get them to fix it after over a year of trying.

In any case, you definitely do not have the current version.

  Treo is asking for a registration key. My device automatically "fills 
  in" the key area with my HotSync user ID but that is not "accepted" to 
  unlock the program. I get a message stating "Unable to process the 
  registration information".

  I'm a little surprised this prompt even exists in freeware. I guess 
  it's easier to leave it in the program but seems like it should accept
