Some time ago I wrote a Perl module to read Progect PDB files; it  
might be helpful as a start for your work.
You would have to write the corresponding writing part, of course.

Also, since PDesk can import and export text files (though I'm not  
sure how well it round-trips everything) you could possibly write a  
little program to do what you need via text import/export from the  
two programs.

Syncing outlines is tricky anyhow, as it's hard to do a good "tree  
diff" that can detect when things get moved (that is, without having  
unique IDs on every record).
