Each app keeps its own set of category names. Each app also keeps a 4 bit wide set of integers which are used in records to represent which of the 16 category names stored by the app apply to this record. The numbers are assigned in no particular order. So, If another app wants to create a record in the ToDo pdb with a category which matches one of its own, it has to go digging about inside the ToDo db to figure out if 1) any of the ToDo Categories match the string it has, and 2) which integer is used to represent that ToDo category. I am not sure if the API makes this search hard or does not even provide the function. For whatever reason, almost no-one tries to keep the categories consistent across apps.
